Looking for a Children's Picture Book About a Crow that became beautiful and then plucked it's feather's out

I am looking for a children's book about a crow or raven that wanted to be beautiful. He got his wish and had beautiful multi-colored feathers, but was captured and held in a cage in the Royal Garden. He plucked out his feather's one by one so that he would no longer be beautiful and the queen/princess would set him free. The cover was orange and the end picture showed several crows on a wire, with the feather-less bird sitting int he middle, weighing down the wire they were resting on.
