Teen horror Ghost small mining town with shaft house

The cover has a terrified female brunette with a mirror next to her with a female blonde ghost looking out. The young protagonist moves to a small town with her mother and stepbrother who is a jerk. There is a ghost in the house terrifying her. I mostly remember the setting. It was a run down mining town where they mentioned Cornish pasties. Her stepbrother becomes friends with a bully that starts committing arson. She has a female friend that has a large, poor family. I read this in the early 1990s. Could be from the 1980s or 90s
