What is your impression of Rollenberger? How did he get to the position he was in?

Typical bureaucrat. He got where he is by playing up to the bosses and toeing the company line. He’s probably good administratively but would be useless in the field.

I agree with >2 bhabeck:. Very typical. I believe every company has a "Rollenberger" in their ranks. He'll do everything by the book and say whatever he's told to say but he won't have an original idea or thought that doesn't show his superiors in a glowing light. Another name for these types is "a** kisser".

He's a suck-up. He go were he is by having a brown nose. Possibly he is related to someone high up as well.

He comes across as a bit of a fool. The ranks certainly have little respect for him.

He worked his way up the ladder by taking the administration route. In a hands-on career like the police, you have to do some of the hard, dangerous work to gain respect down the ranks.

I think the others have explained how he got his position very well.
