I think he's a scammer too - finds lonely older women and then tries to get hold of their savings. He was very uncomfortable when Della mentioned the moving of her savings into the recommended "shares"

I agree with Brenda that Delmann is conning Pam's mother.
I find it difficult to imagine (and too coincidental) that there are two silver-haired, older men carrying out different cons within the town, at the same time, so I think Delmann and the 'stranded traveller' are one and the same man.

Oh...but she's in love! Yeah...right. He's probably running a scam getting older women to trust him and then taking their money. She's already taken her money out of the bank and invested it in some stocks that he recommended. He seemed a little concerned when he found out Wesley was a police officer, Bet he'll be gone before the dividends come in... or likely not... on those stocks.
