Why would someone want to make it look as if the terrorists were killing themselves?

So no one suspects that American agents are killing them in the US and so that it would appear like there’s dissension and fear within the terrorist organizations

What >2 bhabeck: said and also it helps to throws mistrust among their own cells. I'm sure that their own are more than willing to kill what they see as traitors without asking too many questions.

I wonder if there is something else going on here that we are yet to be told about.

I think they want to use them in their own plan and it helps for others to think they're dead.

I agree with OM, too. I think certain people working for the NIC want these known terrorists off the radar, so no one is looking for them, and they have a free run at attempting an assassination of the president.
