I still think it's a discharge tube (or ventilation) for work being done underwater

My initial thought was 'That's BIG'!
Seems to be that the snakes are generating electricity (from wave power?) - unless I've read this wrong..?

I also thought it was a device to generate electricity from wave power, having seen such things before.
