The Soviet Union was planning a naval rearmament program but lacked the technological know how or allies willing to supply them with the information they needed. Thus spy rings like that at Woolwich were all part of a greater plan which MI5 disrupted by infiltrating the spy ring. Their secondary goal was to target known communists to foil any attempts to overthrow the British Empire from within.
