Today the majority of children moving from foster homes into adoption have been removed from their families of origin because of abuse, neglect or both. Many have suffered a particularly damaging form of abuse -both psychologically and physically-that of sexual abuse. As parents and professionals began to face the needs of sexually traumatized children, they came to recognize the extent of the destruction that sexual abuse can cause. Within adoption, the concept that a safe, secure, and loving adoptive home would be able to compensate almost completely for past problems and their emotional and behavioral residue has been dispelled forcefully by children who still feel terror, confusion, and rage inside, despite being placed in a safe adoptive family.
