There are two parts to this story. First a boy makes a kite and second he flies it. I loved the part about making the kite. It really illustrates how stuff gets made: having an idea, assembling the parts, finding a place to make it, laboring over making it and evaluating the thing you made. In the second part the boy interacts with his neighbors and has problems with flying the kite. There's a little surprise at the end. As an adult, I found the second part less engaging.

A boy makes an obstreperous (naughty, hard-to-manage) kite.
