The author was Chairman of the American Red Cross Commission to Romania, 1917-1918. The 38 members of the Commission left the U. S. in July, 1917, arriving in Vladivostock, from where they traveled for three weeks through Siberia and European Russia, arriving in Romania on September 16, 1917. After a winter of great uncertainty, Romania was forced in March, 1918, to accept peace terms which required that all allied missions, including that of the American Red Cross, should leave the country at once. The Commission left on March 9, 1918, traveling by train through Russia to Murmansk on the Arctic Sea. After a three-week wait they were taken by a British transport to England in May, 1918, and then made their way back to America.
