I am currently researching Hokusai's "Self Portrait at the age of 83" for one of my courses this semester. I was wondering if anyone had any suggestions on where I could look for possible translations of the text in this image, any scholarly sources which discuss this work or, in broader terms, self-portraiture in Japanese art. Any help at all is much appreciated.

At the risk of restating the obvious, you might check the books by the Dutch scholar Matthi Forrer, particularly his 1990's era catalogue for the Hokusai exhibit at the Royal Academy of Art in London. I believe the text is a letter to Hokusai's publisher.

Have you already checked your school's library for journal articles and books? That really should be the first place to start...

As for recent books, there's the Hokusai exhibition catalog from the exhibit at the Arthur M. Sackler Gallery in Washington, DC in 2006.
