YA Fiction set in Cape Cod

I read this book sometime around '03-'04. I believe it was a young adult novel. It is narrated by a boy who's family moves to Cape Cod, near Provincetown or Truro, where they own either a bed and breakfast or a few rental properties. The boy meets this strange, skinny girl with an odd name who either works at a dump or hangs out there for some reason. I believe they had a pair of Hispanic men as neighbors who turned out to be gay. I wish I could remember more, but if this rings any bells, I appreciate the help.
