Selina Kyle gets out of prison ten years after the death of Bruce Wayne, James Gordon, Dick Grayson, and Alfred Pennyworth. All of them were killed in a mass murder riot engineered by the Joker, who also died at the time. Gotham City is now run by a new mayor, Harvey Dent. The reformed Two-Face is running a city that is an ultra-safe maximum security municipality, patrolled by a new armored police force: the Batcops. Surveillance cameras are everywhere in the city. Conformity to good public behavior is strictly enforced, and deviance from the norm is brutally suppressed. There are no more costumed vigilantes or crooks.

So where does the former Catwoman fit into the new scheme of things? She doesn’t. She’s a decade older, and not as spry as she used to be, but she also is sure that something is being covered up. Why is Wayne Manor and the area around and beneath it under such tight security? There’s a mayoral election coming up. Dent’s challenger, the daughter of the former police commissioner, poses a threat to his authoritarian rule. What does the Mayor and his police force want to keep hidden from the public? Selina and some old acquaintances plan to find out. They plan to break into the Batcave.

Chiang’s tale that turns a team of supervillains into a team of superheroes seeking truth, justice, and the American way, is a grim and bloody tale which he has penciled, penned, colored, lettered, laid out, and designed all by himself. It’s also true to the dark knight ethos of fans of the batman, including impressive art, plot twists, and interesting insights into the potential future of many of Gotham City’s most notorious rogues.
