Although this particular edition is a little dated, it does give an excellent overview of Local Government and how it got to where it is.

The book is authoritive, without being overpowering. Tony Byrne clearly knows his subject and is careful to report it in a singularly unpolitical fashion. He writes of the changes made by governments of whichever stripe but, he does not speak of there reasons. ( )
