Back shortly after the fire a number of high level circus employees are sentenced without a trial and jailed. The city officials claimed that the circus could be liable for millions of dollars in damages and they wanted to protect the circus. In actuality, they were afraid of the city/state being sued partly because the circus was under insured, the city failed to inspect the circus before the performance and the city did not collect a certificate of insurance before the performance. These were all things that were normally done in the past. Corruption at its best. ( )
