Frank and Joe Hardy are sent to an archeological dig in Rome to find out if there is a theft ring at the dig. They are also sent to recover the Emerald Eyed Lions of Emperor Claudiaus. Meanwhile, Nancy Drew and her friends Bess and George, along with Bess and George's great aunt Estelle, are also in Rome on vacation. Nancy, Bess, and George run into Joe and Frank.
