It's purely an exercise program - no mention of food except about two paragraphs where it says 'eat less' (more specifically, it says 'most Marines eat less'). The exercise patterns make sense - alternating focus on muscles and cardiovascular, a range of exercises targeting different muscles (lower body, upper body, abdominals), and some clear explanations of what many low reps vs high loading are aiming for and discussing 'overloading' as a way to improve both strength and endurance. Particularly interesting right now, since I just started a Marine Corp-derived exercise program called FitBoot (and ow, I hurt. Third day). Some things I think have changed in the assumptions for healthy weight. and for some reason weights are given in stones, which I thought was unique to Britain - does the USMC actually use that? It also gives some good info on proper form for the exercises - one of the hardest things to get right. Pretty good, overall.
