I am assuming this book is intended to be a satirical take down of the CIA and America's sometime questionable foreign policy initiatives. We have Serge who leads a group of friends who literary kill bad people who in this case are CIA operatives who are poorly trained and have questionable morals and ethics and are a threat to people who have become innocent targets of this group.
Dorsey insists on having some of the characters tell incredibly crude stories and their swearing is of a particularly crude variety. I could not find a justification for using it. ( )
