Volume 3 of the Mega Collection (not no.19 as some lists suggest - its a partwork, so published out of sequence). This continues the democracy theme begun in vol.1 and continuing through to vol.5. This is set a lot later than most of the other democracy stories, towards the latter end of Democracy Now (vol.3). It tells of the rise of the extremist democracy group Total War (first mentioned in vol.1 America). In many respects they are just as ruthless as the judges they are trying to replace (the stories were written around the time of the rise of daesh terrorism in the west). There are 6 linked stories. Terror is a personal one, following a lone terrorist, who has become disillusioned with Total War. The second Total War is the main epic story line that is tense and exciting, but doesn't quite deliver the scale of earlier epic storylines. Then there are 4 shorter stories, showing life after the bombs. What this collection does have going for it, is that most of the stories follow a continued unbroken sequence of issues from the same era (1392-1399, 1408-1428), so it feels more of a unified volume than the first two.
