His structure for the seventeenth century in England is that Charles I was incompetent, and thus the circle of court favourites should have been personally balanced by the monarch. however their personal struggle for pensions, monopolies, and social prominence, sent England into three civil wars. Alas, what this collection of useful documents demonstrates is that as the competent were unable to survive and gain the power to enact useful laws and policies.
