Commissioner Dolan, along with Denny Colt (AKA: The Spirit), and his daughter Ellen trek out to the City of Angels to investigate. Meanwhile, Cliff Secord (The Rocketeer) consoles his sweetheart Betty... who is traumatized after accidentally discovering the politician's body.
