This work looks at the bureaucracy of the Ch'ing empire (1644-1912). By analyzing the laws dealing with administrative discipline as well as the ways in which these laws were made, communicated and argued about, it determines the nature of norms basic to the actualities of the Ch'ing administrative life. It relates these working norms to leading issues and ideas in the Confucian intellectual tradition.
