Does a group that has no activity for a year officially go dormant (as in it's open for revival by a member) or archived (as is, closed)? The wiki suggests both happens at the same time.

I don't think that archived is still a thing that happens.
For example, https://www.librarything.com/ngroups/225/Wargamer has not had a message in a decade, but I could send one today.
In general, the wiki seems to be incredibly out of date on many topics.

I don't believe that archiving groups was ever implemented

I kind of remember it being implemented for a short time, and we by and large cried we didn't won't many of archived threads archived. The whole idea I believe was then dumped due to lack of consensus on criteria for archiving.
