No. That is because the call letters or ISSN of a periodical only gets down to the publication level. In a publication with hundreds of issues, there is no way to get the details of a single issue.
Library systems like WorldCat.org are no better. After the publication info for a periodical, there may be information added for holdings but this is often inconsistently handled. If you want to find an institution with a particular issue, good luck.
You have to ask yourself what data from an issue you want in your listings and then see how to store that in LT (or any system). Some just want to know the numbers they have. Others want to know the authors and titles of the content inside. The latter is almost never found in a traditional library system.
