I certainly understand the editor's pessimism, despite the Update noted at article's end. Frankly, while I don't consider it inevitably that the announcement is "euphemistic", modern administration methods have taught us it is always possible -- and perhaps most sinister, even projects intended to be something positive may be hijacked and become the pessimistic, budget-cutting, finance-driven influences that so many fear.

And yet, even given all that, I also believe the best way forward is to be transparent. So Director Holland is in a bit of a double-bind. Only way to prove that his message is sincere, is to demonstrate it with action.
