I read it back in mid '70s as a child. They lived in a dollhouse and there was an illustration of one of the dolls placed headfirst into a toilet. I seem to remember a butler type of character too. They were played with by a child but after hours could communicate with each other.

Possibly The Dolls' House by Rumer Godden?

>2 merrystar: that's what I thought of too - I remember Marchpane, the mean girl doll.

The toilet detail makes this one unmistakable: it's The Dollhouse Caper by Jean S. O'Connell.
