It depends on how you see /what you mean with blogging. A real blog? No. But you can set your own thread and talk about what you read (and other people can comment) easily enough.

A. Join a group where members keep personal threads and create your own topic for your posts. (This remains closed to search engines and general public views, unless I'm mistaken.)
B. Post using the comments feature on your profile page. Each comment can be set to private (only you) or public (everyone).

There are various ways to comment for oneself and others, but not as a real blog. If you want to talk about your life with a few friends, mostly on LT, it can be done.
If you want to have your own colour scheme, can't be done.
If you want to have sponsors, and advertise their products, TOS violation. You'll get flagged for spamming.
If you want non-LT people to be able to comment, doesn't work. (i think you could probably give them a working URL for a thread.)
If what you really want is a regular blog, you should choose a blog site.
