Private book checkbox on manual entry form does not work

Steps to reproduce:
1. Navigate to Add books > Manual entry
2. Enter a title
3. Scroll down to the "Make a private book" checkbox and enable it
4. Click "Save"
5. Navigate to the book details of the newly created book
Expected behavior:
* New book shows Private: Yes
Actual behavior:
* New book shows Private: No

Private book is a beta function that has never worked properly. It has a tendency to make the book private to the member owning it.

Yes, I was also wondering why it's not simply removed until it's actually functional

They waste so much time helping people get access back to their private books. Removing it would make sense.
