Found: YA: Girl rescued by scientist from gov't facility

I have a student who is trying to figure out a book he read maybe five years ago...thinks the copyright may be around 2015. A girl has been living in a government facility (maybe underground?) and is broken out by a scientist who is her father figure. They are living in hiding. She enrolls in a high school, but she can't tell anyone who she is...they're fugitives. Then she starts liking a guy and it turns out that she has powers that are starting to show (maybe telekinetic?). Any ideas?

It looks as though we have figured out the book! It is The Rules by Stacey Kade, the first book in the Project Paper Dolls series.
