Replying to first message allows change of topic title

If I start a new topic, I can click "edit" in the first 10-ish minutes and change the topic title.

However, if someone else starts a new topic and I hit the "reply" button on their message within the 10-minute window, I can also edit the topic title even though I did not start the topic.

Tested this in the "Touchstone Testing" group to check whether it will allow the change to go through. It appeared to do so initially but then when I returned it had reverted:

That's why I specifically created a thread in a test group (as described in #4) to try it. That way I wouldn't change anything that mattered if it did work.
