Name the book - Widower teacher journalist brother in law

I’m desperately looking for a book I read as a teenager, it was a harlequin novel not even that good but I can’t stop thinking about it.

She was a teacher, a widow, her husband’s brother was a journalist maybe younger than her and had been in love with her since he met her. In the first scenes she comes home he is visiting I think and maybe gets fired because a student is in love with her and quotes Tennyson “dream of fair women” women to her in one of his papers.

They both go on vacation maybe Italy? Greece? There’s some undercurrent story of a story he is chasing as a journalist and gets into trouble almost dies.
