Find A Book Please

Fiction. Set in the future. There are no books left but the story teller has some much coveted books. Everyone wears their phones around their necks and when you walk past someone your phone tells you everything about that person. Want to say that it is set on the East Coast and he goes to visit his parents, maybe by the beach? The title I remember was longer. Any help appreciated
