Tag description fields

Please could we have fields to hold tag descriptions? I say 'fields' because I recognise that a tag might have multiple descriptions. The descriptions can be used to clarify tag usage. For example, 'owlcrate' might be described 'Selected for inclusion in OwlCrate YA subscription mailing'.

On a related note: did we used to be able to group tags under labels or have I imagined this?

There exists a Warning and Disambiguation Notice field on the Combination page.

Don't think they were ever grouped under labels though.

I don't see how that works since tags are so inherently individual. If I use owlcrate to mean one thing then I don't want someone else adding a different description to the tag page. Even with multiple descriptions allowed most people won't bother to add their own definitions.
