can't find historical pirate novel

I read this book in the 90's. Its about a platinum haired bride traveling by ship to america to marry her intended. Her ship gets attacked, her fiesty loyal maid and her are taken as revenge for something her fiance has done. I believe he had the hero's brother whipped to death. she is taken back to a pirate hideout. her maid is romanced by the hero's best mate. She is eventually release back to her fiancee who of course turns out to be horrible. I believe the Hero's name is Fabian. The blue cover I recall had windswept platinum blonde pressed back into a man's arms.
