Certainly Kate would be the right person to give the details of how this all works.
My impression, though, is that the books in the program are offered by the participating publishers, and LT does not have much say beyond choosing which publishers to work with. I suppose you could suggest a publisher for them to contact. If you are an author and want your own book featured, I think the "Member Giveaway" program is the one for that sort of thing.
