I've started reading the fairy tales collected and anthologized by Yei Ozaki, and I'm curious (if anyone in the know can tell me), whether she is considered comparable to the Brothers Grimm, or Perrault? Or did she collect these from among various older sources that would be better comparisons?

I think what I'm reading is a collection made friendly to Western readers, not one necessarily geared for Japanese consumption. That is, she wouldn't be the go-to resource for fairy tales in Japan itself.

There's some interesting bits arising where Japanese culture and mythology is explained through footnotes, for example that Japanese ghosts have no feet, etc.
