what do you mean by APA? American Psychological Association (citing sources)?

Maybe they're talking about these folks: http://www.asiapacificarts.usc.edu/

God, I feel old: APA= Amateur Press Association. Back in the day, a group of like-minded fans would band together (say 25), and on a monthly, bi-monthly or quarterly basis, make copies of their submission for all members of the apa, mail it to a coordinating editor, and receive the final bound product by mail. Discussion about apas can be found on Fanlore:

Huh. I've always known those kinds of groups to be Fanzines or Zines. I guess that's just the modern name for it?

5 Principle difference is that fanzines (zines) were sold. APAs were a circle, a closed membership, a set number of folks, like a writers' club. You had a minmum page submission to meet for every issue. Many fan fiction writers were members of APAs. Anime-Janai and Revision X were anime apas. There were Voltron , Lupin, Gundum stories, etc., and the Thundercat offerings from me :)
