I have yet to find a general overview of the history of the United States judicial system. Any Suggestions?

I have not read it yet but maybe Men in Black

There is an introduction by Rush Limbaugh so clearly they must not be worried about being partial. Thank you for the suggestion however.

You're asking about a vast topic. I don't know of a single book that deals with the entire history of the judiciary — and not the entire government — and not just the Supreme Court.
You might try exploring the Federal Judiciary Center website in judiciary history, which has a prominent link for querying the staff. http://www.fjc.gov/history/home.nsf/page/index.html
