Frank V. Webster is a pen name (a pseudonym) for the Stratemeyer Syndicate. Like all Stratemeyer Syndicate pen names, it was used by Edward Stratemeyer (and after his death, his daughters) to create books. Stratemeyer would create a series concept, write a book outline, and hire a ghostwriter. The ghostwriter wrote the story from the outline and then the Syndicate edited it and marketed it. It would be printed by one of the many publishers the Syndicate worked with over the years. This means that multiple people worked on the books under a pen name--some times many ghostwriters and other workers, let alone the Syndicate which owned and managed the name and was creating the stories under it.
