It's very difficult to evaluate this. One the one hand, it's whimsical and fun and made me laugh. On the other hand, it's racist. The racism has nothing to do with what that cartoon is doing - the character just incidentally happens to be a caricature. So you can try to compartmentalize that and enjoy what would otherwise be a great cartoon. But it's still there.

A king doesn't want to go to a ball.

There are barely any gags in this whole cartoon, and no story. There is a lot a stuff going on, though, packed into the screen.
