It turned out to be 16 year old Cagney Torrez. He was found dead. His body had been found floating in the bay.
Cagney hung woth a rough crowd back in the day and had stolen a piece of jewelry and gave it to Annie's niece when they were young. The thief, Dorian Jones, came back to the island to retrieve the jewels, which he had hid in Annie's grandma's attic 20 years earlier. He claimed to have worked as a handyman working his way through college back in the day. But, he's still looking for that one necklace.
